Meta changed how ad tracking and billing work, and some of the changes don’t show up anywhere in Ads Manager.
What to Check
1. Pull your actual Meta ads invoice, not just the Ads Manager dashboard summary.
2. Look for location-based fees on the invoice that don’t appear as a line item inside Ads Manager itself.
3. Check your ad account’s off-platform activity setting, the option to disconnect it from ad targeting has been removed.
Two Changes, Both Easy to Miss
Meta removed the setting that let advertisers disconnect a user’s off-platform activity from ad targeting, which quietly grows the retargeting audience available for a campaign without requiring any action. Separately, Meta began charging location-based fees, currently affecting UK and EU advertisers, that post directly to the invoice but never appear as a line item inside Ads Manager itself. Both changes affect cost and reach in ways a business owner reviewing the dashboard alone wouldn’t catch.
If your actual ad spend doesn’t match what Ads Manager shows, this is a plausible reason why. Reviewing how your ad accounts are set up and tracked is worth doing if the numbers aren’t adding up.
