Not for real, ongoing work. Free "website designers" are almost always free builder tools like Wix or Google Sites putting together a template for you, not an actual person designing your site.

Some designers offer a free first mockup or discovery call to show what your site could look like. Full design work always has a cost somewhere, whether it's money, your time, or how much control you give up.
