Yes, it's still the standard. Most web traffic now comes from phones, so building a site that only works well on desktop isn't a shortcut, it's building for a shrinking share of your visitors.

What's changed is that responsive design is now assumed rather than a selling point. Any site built today should already handle this, the question has shifted from "should I have it" to "is it done well."
