Can I have a website without web hosting?

No. A website is a collection of files, code, images, content, and those files have to be stored somewhere connected to the internet 24/7. That's what hosting is. Without it, there's nothing for a visitor's browser to load.

Owning your website doesn't change this. You can own every file outright and still need hosting to make that website visible to anyone typing in your domain.
